"Hellholes" are places where companies want to market and sell prices at a price they determine, but do not want to be held liable for the products they sell or their actions when they are defective and negligent, or at least want to set the price of that liability but have not yet been able to do so to their liking.

There's a reason the tobacco industry is one of the drivers behind tort reform.
